The ComEd Energy Efficiency Program provides energy-saving offerings specially designed for income eligible customers to easily improve home and building energy efficiency.
Some offerings allow customers to take control of their own energy costs at home while others are designed for property owners, managers and developers. Either way, eligible customers can reduce energy use and start saving.
Homeowners may qualify to receive free weatherization improvements and free installation of ENERGY STAR® certified LEDs, programmable thermostats, advanced power strips, faucet aerators, showerheads, pipe insulation and more. ComEd has partnered with the Chicago Bungalow Association, the Illinois Home Weatherization Assistance Program (IHWAP) and community action agencies to help customers take advantage of these energy-saving services.
To qualify for free home energy upgrades, ComEd customers must meet household income at or below 80% Area Median Income (AMI). AMI varies, depending on where you live within the ComEd service territory. The chart below describes the maximum qualifying household income for most of the Chicago metropolitan area:

If you own and occupy a vintage, single-family home built at least 50 years ago, and your home is located in the City of Chicago, the Chicago Bungalow Association can quickly get you on your way to home energy upgrades. Call

Call your local community agency and you may qualify to have a FREE energy savings kit shipped to your home. The kit includes energy-efficient LED bulbs, an advanced power strip, water-saving shower head and faucet aerators, and more. You’ll also receive information on energy-saving actions you can take to reduce your energy bills.

Manufactured homes require unique improvements to make them more energy efficient. Our manufactured homes offering provides FREE energy-saving products and services to income eligible residents — including an on-site energy evaluation, duct and air leak sealing, and repair/replacement of insulation underneath the home. The offering also includes professional installation of ENERGY STAR LED bulbs, energy-efficient showerheads, faucet aerators, smart thermostats, and more.

Building owners and managers whose buildings are designated as income eligible may qualify for comprehensive energy efficiency retrofits in common areas and tenant spaces. Improvements may include free weatherization, ENERGY STAR certified LEDs, programmable thermostats, advanced power strips, boiler tune-ups, and more.
Tenants who live in multi-family residences are encouraged to let their landlord or property manager know about the multi-family energy savings opportunities offered by ComEd.

Public Housing Authorities can receive technical and financial assistance to make energy improvements to their properties. Services include energy assessments and direct installation of high efficiency products such as lighting and thermostats, plus deeper savings measures with HVAC and weatherization. Eligibility is limited to the state of Illinois designated Public Housing Authorities in the ComEd service territory.

Affordable housing developers can receive technical guidance and incentives for single-family and multi-family new construction and major renovation projects that increase the energy efficiency for income-eligible households. Education about energy efficiency best practices is an integral part of the program. Incorporation of specific whole-building energy efficiency measures is required.
