Starting September 15, 2021, residential ComEd customers identified as meeting the requirements of “low-income residential customer or applicant” (and eligible) under Sections 8-201.7 and 8-201.8 of the Illinois Public Utilities Act will have deposits and late payment charges waived.
ComEd residential customers currently receiving LIHEAP (Low Income Home Energy Assistance Program) or PIPP (Percent of Income Payment Plan program) benefits under the Energy Assistance Act have been automatically approved and do not need to submit a request.
If you currently live in a zip code that appears on this list, you only need to complete and submit the form. No additional documentation is needed.
For other residential customers and service applicants, to qualify, your household income must be at 80% or less of Area Median Income (AMI) for your county of residence, or you must be eligible for or currently enrolled in a federal Lifeline program. If your reported income exceeds the current program threshold, your application will be considered ineligible and will not be accepted.
Waivers and return of deposit not applicable to customers who have been identified as having benefited from tampering with a ComEd service meter.
Eligibility for these waivers and return of deposit does not qualify you for the Illinois Low Income Home Energy Assistance Program (LIHEAP), The Percentage of Income Payment Plan (PIPP), Emergency Rental Assistance Program (ERAP), or any other utility financial assistance program.
Renewal Deadline Details: For those customers who submit their completed form on or before August 31, 2022, a Company designation of eligibility is effective through December 31, 2022. For those customers who submit their completed form on or after September 1, 2022, a Company designation of eligibility is effective through December 31, 2023. The designation of eligibility may be renewed annually through the above process if and as long as the customer remains eligible. Notwithstanding the foregoing provisions regarding the duration of an eligibility designation, eligibility remains subject to the statutory exception relating to tampering with respect to waiver of deposits.

We will replace the incandescent and halogen light bulbs throughout your home with ENERGY STAR® certified LED bulbs. These bulbs use about 75 percent less energy and last at least 15 times longer than traditional incandescent light bulbs.*
We will replace the manual thermostat in your home with a free programmable or ENERGY STAR certified smart thermostat. These will adjust temperatures automatically, limiting the amount of energy used when you are away or asleep. Being smart about how you control your temperature settings will help you save money and stay comfortable in your home.*
We will upgrade inefficient showerheads with energy-efficient showerheads. These use up to 20% less water than a regular showerhead, which means you’ll use less energy to heat the water.*
We will upgrade inefficient faucet aerators with energy-efficient aerators. These use up to 20% less water than standard faucets without aerators.*
We will insulate up to six feet of hot water pipe with insulation. This helps keep the water hot as it travels through water pipes.
We will install advanced power strips so you can save money when your entertainment or computer devices are not in use. These power strips also provide surge protection.

Eligible ComEd customers who own a single-family home, manufactured home, townhome or duplex can contact a local community agency to get started. Tenants can apply with the property owner’s permission.
If you own and occupy a vintage, single-family home built at least 50 years ago, and your home is in the City of Chicago, the Chicago Bungalow Association can quickly get you on your way to home energy upgrades. Call 1-855-433-2700 and mention the Chicago Bungalow Association.
ComEd customers in Blue Island, Calumet City, Crestwood, Lansing, Midlothian, Oak Forest, Posen and Thornton may qualify for home energy upgrades with the Chicagoland Vintage Home Association.
